  1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) under Loans 3679-MON and 3786-MON towards the cost of the Regional Road Development and Maintenance Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
  2. The Ministry of Road and Transport Development of Mongolia (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of following contracts (“the Works”). Bidders may bid for one or both contracts.

  1. Open competitive bidding will be conducted in accordance with ADB’s Single- Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

Special permits or licenses required for execution of the construction and maintenance works are:

For the CW2-1

  • Construction of paved roads /Stated in Section 2.8.2.1 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. /
  • Repair and maintenance of all types of roads, road structures bridges, tunnels, underpasses /Stated in Section 2.8.2.5 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. /

For the CW2-2

  • Construction of paved roads /Stated in Section 2.8.2.1 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. /
  • Construction of all types bridges, tunnels and flood protection dams /Stated in Section 2.8.2.3 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. /
  • Repair and maintenance of all types of roads, road structures bridges, tunnels, underpasses /Stated in Section 2.8.2.5 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. /

 

The licenses shall be valid during the bid validity period. If the licenses is expired during this period, the decision of relevant authorities on extension of the licenses shall be submitted prior to expiration of the above-named licenses. Members of Joint Venture or sub-contractors shall submit special permits/licenses in relation to works to be assigned under the contract along with the contract.

Foreign bidders shall submit the appropriate documents, licenses, certifications and reports that they can prove as being equivalent to the above-mentioned additional documents. Foreign bidders may associate with (i) partners in the form of joint venture, or (ii) sub-contractors, who possess the above-mentioned licenses.

  1. To purchase the bidding documents in English, eligible bidders should
  • write to address above requesting the Bidding Documents for Khuiten Valley-Arvaikheer Road Rehabilitation and Performance Based Maintenance Pilot
  • pay a nonrefundable fee of 50 USD or 135000 MNT by cash per contract. If courier service is required, an extra fee will be needed for domestic and oversea delivery.
  1. Deliver your bid
  • to the address: Room No.210, 2nd floor, Ministry of Road and Transport Development, Chinggis Avenue-11, Sukhbaatar district, Ulaanbaatar, Mongolia.
  • at or before the deadline: 11:00 hours on 03 April 2020.
  • together with a Bid Security/Bid-Securing Declaration as described in the Bidding Document.

         Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
